Rental Assistance Guide for Landlords in Park & Hot Springs Counties
Founded in 2007 by the Park County Tripartite Board, the Yellowstone Country Assistance Network (YCAN) is a nonprofit organization based in Wyoming, recognized as a 501(c)(3) entity. YCAN provides support to low-income tenants in Park and Hot Springs Counties, Wyoming, through rental assistance funded by the Community Services Block Grant (CSBG). As a landlord, you play a vital role in this process. Here’s what you need to know to participate effectively.
Availability
Participants will be served on a first-come, first-served basis until funding is exhausted. We apologize for any inconvenience; our 2025 funds have been depleted in Park and Hot Springs Counties. We encourage tenants to contact a case manager for information about other community resources.
Wyoming 2-1-1 provides a statewide resource to connect residents to services in their county at 1-(888) 425-7138. Unfortunately, due to limited resources, YCAN is unable to assist those living outside our service area.

How It Works
- Eligibility: To apply for assistance, tenants need to be referred by a community partner case manager and meet federal income requirements. Don’t worry; a case manager from our partner one-stop centers is here to help your tenant through the process. They will guide them in applying.

- Your Role: Complete the Landlord Verification and IRS Form W-9 to process payments.
- Payment: In most cases, we provide partial rent assistance, and tenants are responsible for the remaining amount. This assistance is available as a one-time help and is not intended for ongoing rental needs.
Additional Resources
- For ongoing housing payment needs, tenants should contact the Cheyenne Housing Authority to apply for housing subsidies.
- For ongoing utility needs during winter months, tenants should apply for the Wyoming LIEAP program, which runs from October to March.

Why Landlords Submit a W-9
Due to the number of payments we make, we require a W-9 form from all landlords to report rental payments to the IRS, as mandated by federal tax regulations. If we pay you $600 or more annually, we will file either Form 1099-MISC or 1099-NEC using your Taxpayer Identification Number (TIN). This process ensures compliance and transparency.

- When am I paid? Once the tenant’s application is complete, expect payment within a week via Align Team.
- Can I still evict? Our partial payment helps prevent eviction for the period the assistance covers, but you retain your legal rights—there’s no contract with YCAN.
